In context

Leviticus goes straight on from Exodus: the Lord calls to Moses from the Tent of Meeting, the tabernacle just set up (Leviticus 1:1; Exodus 40:34–35). These chapters tell Israel how to bring offerings there. In a burnt offering all of the animal was burned on the altar, anything from a bull to a turtledove or young pigeon (1:3–17). A meal offering was fine flour with oil and frankincense, made without yeast or honey and seasoned with salt; a handful was burned, and the rest went to the priests (2:1–3, 11–13).

In a peace offering the fat was burned on the altar, for “all the fat is Yahweh’s,” and Israel was never to eat fat or blood (3:16–17). Chapter 4 gives the sin offering, for someone who sins without meaning to: the anointed priest, the whole community, a ruler, or anyone else, each bringing a set animal. The one who brought an animal laid a hand on its head and killed it at the Tent of Meeting, the priests put its blood on the altar, and the priest made atonement (1:4–5; 4:4–7, 20). For the community, a ruler and anyone else, each case ends with the promise that they will be forgiven (4:20, 26, 31, 35).

A word of hope
Who is a God like you, who pardons iniquity, and passes over the disobedience of the remnant of his heritage? He doesn’t retain his anger forever, because he delights in loving kindness. He will again have compassion on us. He will tread our iniquities under foot. You will cast all their sins into the depths of the sea.

Micah 7:18–19 · Leviticus 4 says that one who sins without meaning to “will be forgiven”; Micah praises God, “who pardons iniquity,” who will cast sins “into the depths of the sea.”
